On November 5, 2018, General Secretary Xi Jinping announced at the First China International Import Expo that China supports the integration development of Yangtze River Delta area as a national strategy. With China going through the most active economic development, the highest degree of opening up and the strongest innovative capacity, it has undertaken extraordinary national mission ever since.
In January 2019, Ying Yong, the Mayor of Shanghai, pointed out in the Report on the Work of the Government that Shanghai would spare no efforts in implementing the national strategy of Yangtze River Delta integration development and work jointly to promote the construction of Yangtze River Delta Integration Development Demonstration Zone. As per the report, Shanghai would also proactively drive and carry out the outline of Yangtze River Delta integration development plan and give full play to its leading role.
On November 13, 2019, www.shanghai.gov.cn released “Implementation Draft for Accelerating the Construction of Hongqiao Business District into an International Opening Hub”. Among the “three tasks” of Hongqiao Business District, “be brave in taking the lead in serving the national strategy of Yangtze River Delta integration development” ranks in the first place. Hongqiao has so far built comprehensive cooperation with 17 main cities in Yangtze River Delta area and functional platforms such as Yangtze River Delta Urban Exhibition Center, Yangtze River Delta E-commerce Center and the linked platform of Yangtze River Delta Business, Tourism and Recreation and Sports Demonstration Zone.

In September 2019, the Unit Planning of Shanghai Hongqiao Main City District (Draft) was officially published. The scope of the planning is approximately 88 sq.km. It extends east to the Outer Ring Road, south to G50Shanghai-Chongqing Expressway, west to G15Shenyang-Hainan Expressway, north to G2Beijing-Shanghai Expressway and Minhang District boundary and involves Changning, Minhang, Jiading and Qingpu District. The general objective of planning development is “facing the globe, facing the future, and building an international open hub that leads Yangtze River Delta area to achieve integrative development of higher-quality”.
According to the “13th Five-Year Plan”, the development of Shanghai Hongqiao CBD is positioned as world’s top-grade business district framework, which also indicates the natural quality of Hongqiao Business District of “big transportation, big commerce and big convention and exhibition”. The Hongqiao Main City District has increased the original five districts to six districts, including the Core District, West Hongqiao District, South Hongqiao District, North Hongqiao District, East Hongqiao District and Airport District.

As the carrier of the major development strategy of “One City Two Wings”, West Hongqiao Business District is positioned to be built into one of the landmarks in Shanghai International Trade Center, an ecological, intelligent and high quality business functional area and an important “engine” that provides new impetus to the future economic development of Qingpu.
